齐米（阿拉伯语：ذمي, dhimmi‎ 阿拉伯语发音： /ˈðɪmːiː/，被保护的），伊斯兰教称“（被）保护民”的术语，是指在以沙里亚法规为基础的伊斯兰国家中信仰其他一神教的人（有经者），而多神教与无神论者则不在被保护的范围内。这一词汇最早是指犹太教徒的，后来扩展到了基督徒、琐罗亚斯德教信仰者，甚至佛教徒，及所有的非穆斯林。

但他们生活上有限制：不能穿绿色衣服、不能骑马、不能随便建新宗教场地、宗教场地不能高于清真寺、交吉兹亚税、作证证词不一定被法官接受。另若放弃有经者身分（如放弃一神信仰）或故犯伊斯兰国家规范（如公开宣称伊斯兰非真理），则不再受保护（包括生命及财产上的保护）。

A dhimmī (Arabic:ذمي‎ ḏimmī, IPA: [ˈðɪmmiː], collectively أهل الذمة ahl al-ḏimmah/dhimmah "the people of the dhimma") is a historical term referring to non-Muslim citizens of an Islamic state. The word literally means "protected person." According to scholars, dhimmis had their rights fully protected in their communities, but as citizens in the Islamic state, had certain restrictions, and it was obligatory for them to pay the jizya tax, which complemented the zakat, or Islamic tax, paid by the Muslim subjects. Dhimmis were excluded from specific duties assigned to Muslims, and did not enjoy certain political rights reserved for Muslims, but were otherwise equal under the laws of property, contract, and obligation.
