制海权

制海权（英语：Command of the sea, Thalassocracy），是一种军事理论，指海军兵力在一定时间、一定海域内所掌握的控制权。制海权在马汉的《海权论》中认为，是国家遂行海权运作的一部分。

古典海军的军事理论，在战术层面部分，多属帆船时代至地理大发现间的海战经验分析。在如今军事科技的快速发展下，于实战上已经过时；然而，其核心概念的制海权，是最重要也最基本的概念，所以至今仍是海军战略研究的课题。

完整的制海权，与克劳塞维茨在其著作《战争论》中提到的绝对战争（Absolute war）一样，都是哲学的抽象概念，于现实中几乎不存在。因为制海权的争夺常处于长时间的胶着，且实际上即使掌控了一定区域的制海权，也不然代表一定可确保完整的海上行动自由，或使敌方完全无法在海上行动。现实中常见的作为是「制海」与「海上拒止」。
