留萌市 Rumoi, Hokkaido

留萌市（日语：留萌市／るもいし）是日本北海道留萌振兴局的振兴局所在地，位于留萌振兴局南部，临日本海，也是留萌振兴局的中心城市，主要的产业包括商业、土木业和水产加工业。虽然辉煌不及往昔，但现在仍是鲱鱼的主要捕获港口，也是鲱鱼卵的最大加工地。拥有日本少有的入超港——留萌港。
名称则是来自阿伊努语的「rur-mo-ot-pet」，意思为很深又有潮汐的河川。
