欧盟执委会对行动漫游订定了几部法律规范，其中提到用户在欧洲经济区内某个国家办理门号，但想到其他国家也能使用语音通信、短信及数据漫游等行动通信服务时，电信业者须如何提供这些服务。整体而言，欧盟执委会主要着重在放宽接取及规管资费上限等议题上。

目前实行的法规是「2012年6月13日欧洲议会及理事会通过有关欧盟境内公共行动通信网络的第531/2012号法规（Regulation (EU) No 531/2012 of the European Parliament and of the Council of 13 June 2012 on roaming on public mobile communications networks within the Union）」，废止并取代了原来的「2007年6月27日欧洲议会及理事会通过有关共同体境内公共行动通信网络的第717/2007号法规（Regulation (EC) No 717/2007 of the European Parliament and of the Council of 27 June 2007 on roaming on public mobile telephone networks within the Community），并补充了2002/21/EC指令（架构指令）」，于2012年7月1日开始运行。

European Union roaming regulations (sometimes called the Eurotariff) regulate the imposition of roaming charges within the European Union. They regulate both the charges a mobile network operator can impose on its subscribers for using telephony and data services outside of the network's member state, and the wholesale rates networks can charge each other to allow their subscribers access to each other's networks.
