独立发电厂（英语：Independent Power Producer, IPP）是有别于综合电业公司的一种发电厂。在电力产业中，分为发电、输电、配电三部分。若一家电力公司经营业务包含这三部分则称之为综合电业公司。若只有经营发电业务，则称之为独立发电厂或简称为IPP。

在台湾，由于综合电业公司没有开放民营，只有一家国营的台湾电力公司。而独立发电厂开放民间设立，因此IPP通常都是指民营电厂。

在美国，IPP也可以指「非公用事业发电厂」（NUG，Non-utility generator），这两个词是可互换的。NUG是指不需负担公用事业的部分，也就是说它不一定要卖电给向它申请用电的用户。NUG可以是民营电厂。在1987年美国实施《公用事业管制政策法》（PURPA, Public Utility Regulatory Policies Act）以前，NUG并不多。在PURPA第210节规定综合电业公司向NUG购买电力，让NUG有足够的获利。

An independent power producer (IPP) or non-utility generator (NUG) is an entity, which is not a public utility, but which owns facilities to generate electric power for sale to utilities and end users. NUGs may be privately held facilities, corporations, cooperatives such as rural solar or wind energy producers, and non-energy industrial concerns capable of feeding excess energy into the system.
