淡水学派（英语：freshwater school），又称甜水学派（sweetwater school），1970年代出现于美国的总体经济学思潮，主张自由经济、市场经济，立场上接近于新古典经济学，其主要成员主要来自芝加哥大学、卡内基美隆大学、罗彻斯特大学、明尼苏达大学等。因为这些大学皆靠近五大湖区，所以被称为淡水学派。

与淡水学派对抗，支持凯恩斯主义、政府干预的总体经济学者，则被称为盐水学派（英语：saltwater schools，又译为咸水学派）。这派学者主要来自于哈佛大学、耶鲁大学、麻省理工学院、史丹福大学、柏克莱加州大学、宾夕法尼亚大学、普林斯敦大学、哥伦比亚大学等。因为这些大学分别位于美国东岸与西岸，故称盐水大学。

In economics, the freshwater school (or sometimes sweetwater school) comprises US-based macroeconomists who, in the early 1970s, challenged the prevailing consensus in macroeconomics research. A key element of their approach was the argument that macroeconomics had to be dynamic, quantitative, and based on how individuals and institutions interact in markets and on how they make decisions under uncertainty.
