诺曼·罗伯特·福斯特男爵阁下，OM，FRIBA，FCSD，RDI（香港译作霍林明，中国大陆译作诺曼·福斯特；英文：Norman Robert Foster，1935年6月1日－），生于曼彻斯特，英国建筑师，于1961年自曼彻斯特大学毕业到耶鲁大学攻读硕士学位。在与理察·罗杰斯共组小组四前，为富勒工作，于1967年创立自己的事务所Foster Associates，1983年获得皇家金质奖章，于1990年封爵士；于1997年被英女皇列入杰出人士名册，获功绩勋章；于1999年获封终身贵族泰晤士河岸的福斯特男爵（Baron Foster of Thames Bank）。

Norman Robert Foster, Baron Foster of Thames Bank of Reddish, OM, HonFREng (born 1 June 1935) is a British architect whose company, Foster + Partners, maintains an international design practice famous for high-tech architecture.

He is one of Britain's most prolific architects of his generation. In 1999 he was awarded the Pritzker Architecture Prize, often referred to as the Nobel Prize of architecture. In 2009 Foster was awarded the Prince of Asturias Award in the Arts category. In 1994 he received the AIA Gold Medal.
