辩论终结（香港称为剪布）是指提早终结辩论从而直接进行表决进程的过程，多数用来打击议会冗长辩论。终结辩论的施行在不同的议会各有规定。

2012年5月17日清晨，香港立法会主席曾钰成在替补条例草案审议期间行使辩论终结权力，要求议员在当日中午以前完结辩论，结束人民力量立法会议员黄毓民及陈伟业发起拉布战，透过不断发言，迫使政府撤回多条他们主观认为的「恶法」。拉布战最终在主席曾钰成引用议事规则「剪布」下，未能阻止递补机制修订条例草案获得通过，不过成功令财务委员会未能赶及讨论政府架构重组方案。由于议事规则中并无具体说明可行使辩论终结权力的客观情况，而立法会本身亦无先例可援，使裁决引起较大争议。

Cloture (US:/ˈkloʊtʃər/ KLOH-chər; British:/ˈkloʊtjʊər/), closure, or, informally, a guillotine is a motion or process in parliamentary procedure aimed at bringing debate to a quick end. The cloture procedure originated in the French National Assembly, from which the name is taken. Clôture is French for "ending" or "conclusion". It was introduced into the Parliament of the United Kingdom by William Ewart Gladstone to overcome the obstructionism of the Irish Parliamentary Party and was made permanent in 1887. It was subsequently adopted by the United States Senate and other legislatures. The name cloture remains in the United States; in Commonwealth countries it is usually closure or, informally, guillotine; in the United Kingdom closure and guillotine are distinct motions.
