通用开发与散布许可证（英语：Common Development and Distribution License，简称CDDL） 是一个自由软件授权，由升阳电脑提出，以Mozilla公共许可证（MPL）1.1版本为基础。

经过考虑后，升阳将原用于自由软件／开放源代码软件计划的升阳公共许可证（SPL）改写为SPLv2，即为现在的CDDL。此两者兼源自于MPL。

2005年1月，修正后的CDDL进行第二次的提案送交：预防CDDL和欧洲著作权法抵触，以及允许单开发者使用CDDL进行自己的工作。

Common Development and Distribution License (CDDL) is a Free and open-source software software license, produced by Sun Microsystems, based on the Mozilla Public License (MPL). Files licensed under the CDDL can be combined with files licensed under other licenses, whether open source or proprietary. In 2005 the Open Source Initiative approved the license. The Free Software Foundation (FSF) considers it a free software license, but one which is incompatible with the GNU General Public License (GPL).
