日本的首都主要随着天皇的居住地而定，现今普遍认知为东京，因其是天皇居所、皇室与中央政府的所在地。但由于东京的首都地位没有法律依据，日本各界定义首都的标准也不一致（例如皇室居所位置、天皇御座位置、政府驻地等），加上昔日朝廷所在的京都仍留有旧皇宫、天皇御座等皇室设施，因而存在着首都是京都还是东京之争。

现行的日本法律虽然没有直接指定首都位置，但近代部分的诏书与废止法律提及东京或东京都为首都，现行法律中的《首都圈整备法》则将东京都与周围地区定为日本政治、经济、文化等领域中心的「首都圈」。
