单一管理区（英语：Unitary authority），全名为单一层级行政管理区，又可称权力一元化机构或单级化行政区等，是一种地方管理形式，它是合并上级（如「郡」）和下级（如「区」）两级政府的功能和权限，形成只有「单一层级结构」的地方政府，在特定区域中负责所有地方政府的机能，或者在邻近且通常由其他层级政府（如全国性政府）所管控的地方，施行某些特定机能。

单一管理区通常涵盖多个城镇，这些城镇的规模足以和其他区域分隔并独立运作。有时也会包含同一个国家中，一些没有次级行政区的行政区划。

A unitary authority is a type of local authority that has a single tier and is responsible for all local government functions within its area or performs additional functions which elsewhere in the relevant country are usually performed by national government or a higher level of sub-national government.
