性骚扰（英语：sexual harassment）指以带性暗示的言语或动作针对被骚扰对象，强迫受害者配合，这会引起对方的不悦感，被骚扰对象不限于性别，包括男性和女性。

如出于玩笑或者其他善良动机而实施抚摸、搂抱、亲吻等较为普遍的行为是对人友好，其本身不具违法性而无法律介入之必要。通常是加害者肢体碰触受害者性别特征部位，妨碍受害者行为自由并引发受害者抗拒反应，意图前述之行为而尚未行动或骚扰未遂也是性骚扰。

性骚扰分为一次伤害与二次伤害，一次伤害为单方面求欢，二次伤害包括求欢不成恶意中伤，造成受害当事人精神受创，人际关系受阻，职场地位受歧视待遇。

The legal definition of sexual harassment varies by jurisdiction. Sexual harassment is subject to a directive in the European Union.
