罗素大学集团（The Russell Group）成立于1994年，由二十四所英国一流的研究型大学组成，包含了著名的金三角名校，被称为「英国的常春藤联盟」，代表着英国最顶尖的大学。与美国的常春藤盟校不同的是，他们皆由国家资助，其目的是要代表这些机构的观点、游说政府国会、提出研究报告来支持他们的立场。

罗素集团名称的由来，是因为最初的二十所院校的校长，每年春季固定於伦敦罗素广场旁的罗素饭店举行研究经费大会而得名。该集团关心的焦点在于提升研究经费、增加学校收入、招聘最优秀的教职员与学生、降低政府干预及提倡大学合作等。

The Russell Group is a self-selected association of twenty-four public research universities situated in the United Kingdom. The group is headquartered in London and was established in 1994 to represent its members' interests, principally to government and parliament; nineteen smaller British research universities formed the 1994 Group in response, which has since dissolved. In 2010, Russell Group members received approximately two-thirds of all university research grant and contract income in the United Kingdom. The group is widely perceived as representing the best universities in the country.
