配给制是指政府控制、掌管商品、资源以及服务的供应。政府通常会对上述的配给项目实行数量、大小等限制。配给制会出现在非常时期，如战乱、物资短缺。对象是全体国民，特权阶级和黑市随之出现。现代一些社会主义国家曾经长期实行配给制。中华人民共和国政府在1950年代至1980年代间，对粮食、副食品、日用品等商品进行计划配给，至2000年代这种体系仍有留存。在1980年代商品敞开供应之前，除粮食、布料外，占当时中国人口绝大多数的农民被排除在配给体制之外。

粮食是最基本的配给物质，中华人民共和国在1960年左右因粮食不足，造成严重的大饥荒。朝鲜的国家配给系统同样因粮食配给不足，造成1990年代的朝鲜饥荒。

Rationing is the controlled distribution of scarce resources, goods, or services, or an artificial restriction of demand. Rationing controls the size of the ration, which is one's allowed portion of the resources being distributed on a particular day or at a particular time.
