开放空间，又称开敞空间，系都市计划及法律用语，其定义为于建筑基地内留设可连通道路并供公众通行或休憩之空间，近似于日本的「绿地」。开放意味着必须对公众开放，供市民休闲；是户外的，而非室内的；包含植被。开放空间的定义有时是含糊不明的，都会公园、广场、绿园道、公路均属开放空间。

一些城市为了让民间业者、土地开发商主动创造公共空间，城市政府实施「奖励性开放空间」措施。民间业主在私有的物业内提供公众使用的公共空间，以换取额外的奖励容积，这种公共空间则是私有公共空间，英文简称为 POPS。
