议案 Motion (parliamentary procedure)

议案又称动议，是指议会中由个人或集体议员提出，并付诸表决之提议。议案与法案之运用进程一样，不同的是动议对行政机关不一定有约束力。
正规议案分为动议、和议、讨论、表决四部曲。

In parliamentary procedure as defined in Robert's Rules of Order, a motion is a formal proposal by a member of a deliberative assembly that the assembly take certain action. Motions can bring new business before the assembly or consist of numerous other proposals to take procedural steps or carry out other actions relating to a pending proposal (such as postponing it to another time) or to the assembly itself (such as taking a recess). |
