乐施会（Oxfam）是国际发展及救援的非政府组织，1942年由Theodore Richard Milford 法政牧师（1896年—1987年）在英国牛津成立，原名英国牛津饥荒救治委员会（Oxford Committee for Famine Relief）。组成目的是在二战运送食粮到被同盟国封锁的纳粹德国占领的希腊。1963年，加拿大成立了第一家海外分会。1965年起改以电报地址「OXFAM」作为名称。

Oxfam is an international confederation of 17 organizations working in approximately 94 countries worldwide to find solutions to poverty and what it considers injustice around the world. In all Oxfam's actions, the ultimate goal is to enable people to exercise their rights and manage their own lives. Oxfam works directly with communities and seeks to influence the powerful, to ensure that poor people can improve their lives and livelihoods and have a say in decisions that affect them. Each organization (affiliate) works together internationally to achieve a greater impact through collective efforts.
