下一代网络（英语：Next Generation Network，缩写为 NGN），又称为次世代网络，是在一个统一的网络平台上以统一管理的方式提供多媒体业务，集成现有的市内固定电话、移动电话的基础上（统称FMC），增加多媒体数据服务及其他增值型服务。其中话音的交换将采用软交换技术，而平台的主要实现方式为IP技术。为了强调IP技术的重要性，业界的主要公司之一思科公司（Cisco Systems）主张称为IP-NGN。

The next-generation network (NGN) is body of key architectural changes in telecommunication core and access networks. The general idea behind the NGN is that one network transports all information and services (voice, data, and all sorts of media such as video) by encapsulating these into packets, similar to those used on the Internet. NGNs are commonly built around the Internet Protocol, and therefore the term all IP is also sometimes used to describe the transformation of formerly telephone-centric networks toward NGN.
