多边主义，是指多个不同的国家，而不是单一国家，一起合作处理问题、解决纷争的理念。

人们将研究多边外交行为和活动的理论称为“多边主义”。多边主义是指“两个以上的国家进行国际合作,旨在解决国际问题，处理由于国际关系中人们所认知的或实际存在的无政府状态所引发的冲突”。按照约翰·罗杰的解释，是指“根据普遍的行为原则，协调三个或三个以上国家间关系的一种制度形式。”

除了这种从制度层面界定外，多边主义还表现为国家行为体之间的行为方式，以及对国际普遍的行为准则和规制的重视和遵守。作为一种着眼于发展国家行为体之间良性互动的社会性安排，协调与合作是多边主义的基本特征。多边主义有助于国家化解相互间的矛盾和分歧，从根本上摆脱彼此间的安全困境，创设广泛的和平稳定的地区安全环境。

Multilateralism was defined by Miles Kahler as “international governance of the ‘many,’” and its central principle was “opposition [of] bilateral discriminatory arrangements that were believed to enhance the leverage of the powerful over the weak and to increase international conflict.” In 1990, Robert Keohane defined multilateralism as “the practice of coordinating national policies in groups of three or more states.
