经济短缺是形容商品与服务的需求与市场供给之间的差异。具体来说，需求出现的时候便会产生短缺。它与经济剩余相反。

经济短缺关系到价格—当商品价格太低时，短缺便会出现。在一些事例，短缺会使工商业提升商品的价格以达到经济均衡。但是有时候外在的因素会导致更长久的短缺—换句话说，有些因素阻碍了价格的供给与需求的平衡。

在常见的用途中，「短缺」一词说明大多数人在寻找商品时不能够找到他们能够负担的价钱。但是在经济中，一样商品的价钱可否被大众支付并不是一个要点：如果人们想拥有一样商品但没有足够的金钱支付，他们的欲望都不算是需求。
