窨井，港澳及广州市称为沙井，是城市地下管线中转、控制的地下空间。其地面出入口称沙井口或者人孔。人孔通常被人孔盖覆盖。

在城市中，所有的公共供水、污水渠、电话线、光纤网络都可能透过沙井下的地下信道联结。人孔是其向地面的出口，被人孔盖覆盖。地下管道多是直线的，当需要转向时，在转向位设置沙井，目的是使直线管道不易阻塞，而且易于安装管线。除此之外，为了便工作及安全，在一定长度之管道中途皆会设置沙井，以便进出管道。

在排污工程中，不同设计的沙井可以有不同功能，如跌级沙井、隔沙沙井等。跌级沙井是入水由高处撞上沙井底以消耗动能，能减少出水的动能，适合由高向低处排水。隔沙沙井是沙井底部陷下以收集垃圾。
