上议院领袖（英语：Leader of the House of Lords），乃英国内阁阁员，负责安排政府上议院事务，此职位通常由枢密院议长、掌玺大臣或兰卡斯特公爵领地总裁兼任。除非他也是部门部长，否则上议院领袖会承担大部分政府责任，但从未成为一个独立受薪官职。上议院领袖办公室是一个英国政府部门。

尽管上议院领袖是内阁的成员与某党派人物，他也需要对整个上议院负责。相反，下议院议事进程由议长控制；上议院议事进程只根据议事规则由议员自己控制，虽然任何议员都可以提请注意违反命令或不遵守习俗的行为，唯上议院领袖有责任提醒议员这些规则和促进上议院自律。领袖经常被要求为顺序进程和要点提供意见，并且需要在上议院成员的意愿下确定补充问题发言的顺序。不过，如上议院议长，上议院领袖没有权力裁定进程问题或干预不恰当的言论。

The Leader of the House of Lords is a member of the Cabinet of the United Kingdom who is responsible for arranging government business in the House of Lords. The role is always held in combination with a formal Cabinet position, usually one of the sinecure offices of Lord President of the Council, Lord Privy Seal or Chancellor of the Duchy of Lancaster. Unless the Leader is also a departmental minister, being Leader constitutes the bulk of his or her government responsibilities, but it has never been an independent salaried office. The Office of the Leader of the House of Lords is a ministerial department.
