水力发电（英文：Hydroelectric power）是运用水的势能转换成电能的发电方式，其原理是利用水位的落差(势能)在重力作用下流动(动能)，例如从河流或水库等高位水源引水流至较低位处，流的水流推动轮机使之旋转，带动发电机发电。高位的水来自太阳热力而蒸发的低位的水份，因此可以视为间接地使用太阳能。由于技术成熟，是目前人类社会应用最广泛的可再生能源。

以水力发电的工厂称为水力发电厂，简称水电厂，又称水电站。

以大坝储水形式发电的水力发电是否属可再生能源存在争议。随着长时研究，以大坝储水发电所造成的问题慢慢地被发现。这种发电方式造成的问题包括大坝造成的环境会产生强烈的温室气体甲烷，而大坝对原有环境的破坏是永久性的、不可逆转的，但发电功能的寿命却是有限。
