德国的教育体制主要是从中古世纪以后开始发展，起初，受教权只属于贵族以及神职人员，随后才逐渐普及至一般人民，使全民教育体系的发展兴盛起来。而义务教育的传统则是建构在马丁·路德思想的影响下，普鲁士王国是世界上最早设立国民教育系统的国家之一。当时的 Volksschule课程是一个 8年的教育，并提供当时早期工业化世界的所需，同时也因为新人文主义的产生，影响到学校教育发展的方向：阅读、写作、算术，以及道德、责任、军训等。上层社会和富裕阶级的小孩通常进入4年的私立学校并接受一些大学预科的课程；而一般大众则几乎无法进入中等学校。

The responsibility for the education system in Germany lies primarily with the states (Länder), while the federal government plays a minor role. Optional Kindergarten (nursery school) education is provided for all children between two and six years of age, after which school attendance is compulsory. The system varies throughout Germany because each state (Land) decides its own educational policies. Most children, however, first attend Grundschule from the age of six to ten.
