公民社会（英语：Civil Society）是指围绕共同的利益、目的和价值上的非强制性的集体行为。它不属于政府的一部分，也不属于盈利的私营经济的一部分。换而言之，它是处于“公”与“私”之间的一个领域。通常而言，它包括了那些为了社会的特定需要，为了公众的利益而行动的组织，诸如指慈善团体、非政府组织、社区组织、专业协会及工会等等。
