外部性（英语：Externality）是指个体经济单位的行为对社会或者其他个人部门造成了影响(例如：环境污染）却没有承担相应的义务或获得回报,亦称外部成本、外部效应或溢出效应。

这种外部效应有时产生有利影响（教育和安全提高社会生产力），有时会产生不利影响（污染和犯罪降低社会生产力）。我们可以按照外部效应产生的影响不同，把外部效应分为外部经济和外部不经济。
